If multiple planets are placed in Jeevan Muktamsa, the strongest among them should be taken for identifying the Ishta Devata. Strength is judged by the comparative power of those planets in the horoscope.

If there is no planet in Jeevan Muktamsa, then the ruler of that sign, meaning the Rashi Lord, should be considered for identifying the Ishta Devata.
